This Is A Matter of Life And Death- Buhari

In an address to Christians celebrating the death and resurrection of Jesus Christ in Easter, President Muhammadu Buhari has re-emphasized the need for regular hygiene and social distancing to curb the spread of COVID-19 pandemic.

President Buhari felicitated with Christians in particular and Nigerians in general in his Easter message, saying that the ravaging Coronavirus has become a matter of life and death, and adding that any sacrifice made to contain the virus was in the interest of everybody.

He added that at such a critical time, the welfare of Nigerians was paramount to the government and the most economically vulnerable in the communities will continue to be uppermost in his plans. Consequently, he said that efforts will be made to supply the most vulnerable with basic means of survival.

Noting that this year’s commemoration of Easter comes amid the grip with which COVID-19 has held the entire world, he enjoined Christians to rekindle their faith in Christ who overcame sufferings and persecution.

According to him, “Unprecedented in living memory, the majority of Christians have found themselves marking Easter in a subdued manner, away from the usual congregation in churches. This is unusual and very unfortunate.

” However, I wish to enjoin our Christian compatriots to rekindle their faith in Christ who overcame persecution, sufferings and displayed endurance, steadfastness and above all piety.

” Jesus Christ represented man’s ability to withstand temporary pains in the hope of everlasting glory.

” I urge you to imbibe and live the values of humility, discipline, perseverance, sacrifice, and obedience which Jesus Christ demonstrated during His stay on earth.”

While advising Nigerians to be prayerful especially at this trial moment, he said, “There is no better opportunity than now for all Christians in particular, and Nigerians in general, to remain faithful and hopeful that with intensified prayers backed by personal and collective responsibility, the nation shall pull through this most difficult trial.

“I have no doubt that if all stakeholders – individuals and groups – play their part to the fullest as advised by our scientists and medical experts in confronting COVID-19, the inherent resilience and determination of our people will enable us to pull through.”

On hygiene and social distancing, President Buhari said, “As I stated in my national broadcast on Sunday, March 29, 2020, since there is currently no known vaccine against the virus, “the best and most efficient way to avoid getting infected is through regular hygiene and sanitary practices as well as social distancing.”

“May I use this opportunity to commend the encouraging containment and ameliorating strategies put in place by members of the Presidential Task Force on COVID-19.

” I am very much aware of the personal and collective inconveniences suffered by our people due to measures such as restriction of movements and closure of business premises. Being “a matter of life and death,” these sacrifices are in everybody’s interest to save our country from calamity.

“The welfare of our people is paramount. Accordingly, the most economically vulnerable in our communities will continue to be uppermost in our plans, and efforts will be made to supply them with basic means of survival.

“While we see the COVID-19 pandemic as a global challenge, this administration is not oblivious of the constant threat posed to our national security by terrorists and insurgents.

”They may take this opportunity to perpetrate attacks. But our armed forces and other security and intelligence services will remain vigilant and continue to contain these threats and consolidate efforts to eradicate them completely.”

He encouraged the citizenry to be safe no matter the circumstances as they mark this year’s Easter.

Governor Ifeanyi Okowa of Delta state has announced the death of a patient suspected to have contracted coronavirus in the state.

According to a statement on Thursday night by his Chief Press Secretary, Olisa Ifeajika, the case, which was the second after the first confirmed on Tuesday, was awaiting the outcome of the test conducted on it when the patient passed away.

He stated that the deceased had underlying health issues and had visited Lagos in the past two weeks, adding that the patient with severe symptoms presented himself late to the hospital.

The governor said that the symptoms on the patient included difficulty in breathing, which prompted immediate and necessary attention to him by medical professionals.

“Shortly after the specimen was taken, he passed away. However, his test results came back positive today (Thursday).

“In order to mitigate against the spread of the virus, we are fast-tracking our contact-tracing to ensure that all those that came in contact with the deceased patient are properly isolated and tested immediately,’’ he said.

Okowa restated the importance of everyone working, saying “to protect citizens and residents of our state, families and friends of individuals that are exhibiting the primary symptoms of COVID-19, do not keep it from the authorities”.

The governor assured that he would continue to keep all Deltans informed of new developments on the pandemic in the state.

Governor of Kogi State, Yahaya Bello, has lifted the social distancing order imposed to curb the spread of the COVID-19 on religious congregations in mosques and churches across the state. Bello had on March 20 ordered the closure of public and private schools (tertiary, secondary and primary) in the state indefinitely as part of measures in preventing the spread of coronavirus disease.

Bello, in a statement issued in Lokoja on Thursday, said that lifting of the ban was to enable religious bodies to resume their normal worship and services. The statement was signed by the state Commissioner for Information and Communication, Mr Kingsley Fanwo.

“Sitting arrangements in mosques and churches should be done to ensure social distancing. We also urge churches and mosques to make their services as brief as possible in order not to keep a large crowd of worshipers within enclosed confinement,” the governor said.

Bello then enjoined the religious leaders to continue to pray for the end of the pandemic.

Vital Documents Still Intact, Says Senate Finance Committee

The Accountant General of the Federation, Mr Idris Ahmed, has demanded for a panel of inquiry to investigate the fire that gutted a part of his office on Wednesday morning.

He equally recommended that report of the panel be made available to the Senate.

Mr. Ahmed said this when the Chairman of the Senate Committee on Finance, Senator Solomon Adeola, visited the scene of the incident and the office of the Accountant General.

The Accountant General informed the Chairman that the fire started as a result of electrical malfunction of the complex cooling system in the office housing some capital account documents, adding that the server of the office where documents were electronically stored were intact and burnt documents could easily be retrieved.

Although details on how the fire was ignited were still sketchy, Minister of State for Budget and National Planning, Prince Clem Agba, who briefed journalists said it started when a staff switched on an air-conditioner (AC) which sparked.

He, however, said a full-scale investigation involving forensic experts may be eventually instituted to ascertain the real cause of the inferno.

Agba, who was accompanied on the visit to the scene by Accountant General of the Federation (AGF), Mr Ahmed Idris, also said there were neither human casualties nor destruction to sensitive data and records by the fire, which raged for over 30 minutes before it was eventually put out by a 25 firefighting trucks from Central Bank of Nigeria, Federal Fire Service, FCT Fire Service and Julius Berger firefighters.

Explaining, he said, “An officer came to the office. He put on the air conditioner and there was a spark. He noticed smoke and he immediately put it off, but it was still smouldering and he had to rush out to get some help.

“The only thing that has happened to the data centre is the exterior where we have the cooling units at the back. The data centre always has to be cool. One of the things we’ve done is to shut down the data centre since the cooling units are not functioning optimally.

“We’ve directed that those cooling units should be immediately put in order so that we do not lose anything in that data centre.”

In his remarks, the AGF, Mr Idris Ahmed there was no need to link the fire incident to sabotage and urged the public to wait for the outcome of the investigation.

“I can’t point to sabotage. We should allow the investigation to be carried out. I myself can be a suspect.”

On why such a sensitive office had no fire tenders, Ahmed said fire truck acquisition and the establishment of a sub-station were part of the reforms for the office of the AGF.

“We know the initial arrangement did not make adequate provision for fighting fire. We’re putting up a sub-station for firefighting and acquiring some more gadgets. Some are in the store; just that they’ve not been commissioned. It’s unfortunate that fire happened.

“The property is insured and we insisted on insurance for the treasury building. I’m glad the government agreed and provided funds,” he added.

He commended the FCT Fires Service and over 25 fire trucks from NNPC, CBN, Julius Berger and the Army that came to the rescue when FCT Fire Service ran out of water, adding that their efforts limited the damages to the building.

Senator Adeola after the assessment of the incident claimed that the incident was a minor one and he was convinced that irreparable damage was not done to the building as vital documents were not burnt.

He said: “After the meeting between the leadership of the National Assembly and members of the executive on the effects of COVID19 on the economy where we got news of the fire, I came to see things for myself and I am happy to report that irreparable damage was not done to the building and more importantly documents burnt are easily retrievable as the main server of the office was not affected and only hard copy of some capital projects which are online real time are affected.”

Scores of Boko Haram insurgents have been reported dead in an attack they launched against against the Nigerian Army. The insurgents were engaged by troops of Operation Lafiya Dole in the North-east when they attempted to infiltrate the Nigerian Army location at 3 Battalion in the Gamboru area of Borno State, and scores of the fighters were shot dead.

The Defence Headquarters, Abuja, said on Wednesday that the Boko Haram and Islamic State West African Province terrorists came to the military location with seven gun trucks on Monday but met a stiff resistance from the troops.

While fielding questions from newsmen in Abuja, Enenche denied that there was rivalry between Nigeria and Chad or any other country in the Lake Chad basin.

He said, “The Nigerian component of the Multi-National Joint Task Force together with other members from the Lake Chad Basin Commission has been involved in clearance operation around the Lake Chad Basin.

“This is the fallout of the recent offensive actions of the armed forces of Nigeria in the North-East Operation Lafiya Dole.

“There is no disagreement between the Nigerian and Chadian troops and joint operations are ongoing.

“The combined effort of troops of the land component, maritime component and air component has resulted in the neutralisation of scores of the Boko Haram terrorists and ISWAP elements.”

The Federal Government has said Nigerians abroad, who wish to be evacuated amid the pandemic, must be COVID-19 free.

This was contained in the "COVID-19 Application Form for Nigerians who want to return home” on the website of the Nigerians in Diaspora Commission which citizens intending to be repatriated are required to complete.

One of the conditions for evacuation expressly stated in the form is that Nigerian nationals willing to join the evacuation flights planned by the Federal Government must be tested for coronavirus and certified negative.

“You MUST get tested for the Virus in your country of residence and be issued an Authorised Health Clearance Certificate attesting that you are COVID-19 free. This Certificate MUST be presented and authenticated by officials at the Airport in your country of departure before you are allowed to board the Aircraft,” part of the requirements read.

Another requirement was that the cost of travel would be paid by the potential evacuees and upon landing, they would be placed on a 14-day compulsory quarantine at a location approved by the Nigeria Centre for Disease Control.

Confirming this development, NIDCOM Chairman, Abike Dabiri-Erewa, said the coronavirus test requirement is based on the NCDC protocol and must be adhered to.

Dabiri-Erewa made this known via Twitter while addressing concerns from some Nigerians abroad. A tweet had been directed to the NIDCOM Chairman, questioning the requirements for evacuation.

It read, “Dear Madam, we have been instructed to go for a COVID-19 test before we can be considered for evacuation from the United States. This is both sad and shocking to us considering that we are visitors in the US with no access to any health and social care benefits.”

Responding, Dabiri-Erewa said, “Beyond NIDCOM power. It is an NCDC protocol based on very cogent reasons, I am sure. We will continue to engage with them. If anything changes, our embassy will inform you. Scary times but the Lord will heal the world as we do look forward to welcoming you home soon.”

Majority of Beneficiaries Don't Have a Bank Account - Lawan

The leaders of the National Assembly have pointed out flaws in implementation of the Federal Government’s Social Investment Programmes, noting that the conditions set by officials most times excluded poor Nigerians whom the initiative is really targeted at.

The Senate President, Ahmad Lawan, and the Speaker of the House of Representatives, Femi Gbajabiamila, made these observations about the SIP on Tuesday when they met with the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq, and other top officials of the ministry. The Deputy Senate President, Ovie Omo-Agege, the Deputy Speaker, Idris Wase, and some other principal officers from both chambers were also present in the meeting.

The meeting between the leadership of the National Assembly and the ministry was to review the Federal Government’s palliatives to Nigerians, especially with regards to the ongoing coronavirus pandemic.

According to the Senate President, the Social Investment Programme, which was established by the Presidency in 2016, needed reform in order to be more effective. He said, “We feel that we need to work together with you to ensure that there is effectiveness and efficiency so that those who are supposed to benefit, benefit directly. When, for example, some conditions are set, that those who will benefit will have to go online, through the internet or must have Bank Verification Number and the rest of it.

“I want to tell you that the majority of those who are supposed to benefit have no access to power. They have no access to Internet. They have no bank account, so no BVN. In fact, many of them don’t even have phones and these are the poorest of the poor. Yet, some of the conditions or guidelines which you set inadvertently leave them out.”

Lawan noted that the poorest of the poor had not been sufficiently captured by the programme.

“We believe that when we work together; the Executive side of government and the National Assembly as representatives of the people, we will be able to reach many more of these people who are in serious distress even before the coronavirus outbreak.

“Now with coronavirus, they need our attention more than ever before. The time has come that we review the ways and manner we use to deliver the services under the SIP to Nigerians.

“So, we need to put on our thinking cap and work out some strategies on how to identify the poorest persons in Nigeria. I think we have not been able to reach far out there to get them properly captured,” the Senate President added.

Also, Gbajabiamila added that Nigeria’s SIP was similar to the Unemployment Insurance Act in the United Kingdom and the Social Security Act in the United States. He told the minister that she was in the eye of the storm as all eyes were on her to deliver the Federal Government’s palliatives.

He said, “Your job right now is probably the most important as we speak, because you are saddled with the responsibility of alleviating poverty or the hardship, due to no fault of anyone, being thrust upon Nigerians.

“The questions are going to be asked; how do you come about your lists? How comprehensive is your distribution list? What are the parameters? What is the geographical spread? So these are tough questions that are going to be asked but I want you to look at them as frank questions that we need to ask.”

In her response, the minister said the SIP was moved to her ministry for sustainability and institutionalisation.

“I am very pleased to hear that we are going to work together to see that we give a legal backing to this programme because that is the only way to go,” she noted.

Doctors to Spend One Month Treating CCECC Workers

Despite opposition by the Nigerian Medical Association, the visiting 15-member medical team from China will arrive the Nnamdi Azikiwe International Airport, Abuja, on a chattered Air Peace aircraft today.

The medicals, are experts in infectious diseases, respiratory illness, intensive care, cardiology, neurology, general surgery and anesthesiology. They will come along with their drugs, and equipment to carry out COVID-19 tests on the staff of the China Civil Engineering Construction Corporation in the country.

The Executive Director, CCECC, Mr Jacques Liao, said in a statement in Abuja on Tuesday, that the medical team would be coming with 16-ton test kits, ventilators, disinfection machine, disposable medical masks, drugs, infrared thermometer and other items ordered by the Federal Government.

Liao dispelled what he described as the controversy about the team’s visit, stating that “the primary purpose of the team is to provide CECC employees with critical and necessary healthcare. They are also coming with adequate personal protective equipment and medical items for the employees.”

He added, “All members of the working team have tested negative for COVID-19 and shall commence their stay in Nigeria by spending 14 days in quarantine.

The director explained that under the directive of the Embassy of China in Nigeria and in response to the Federal Government’s request, the team may also share with their Nigerian counterparts effective methods on COVID-19 containment.

Liao also added that in keeping with CCECC’s corporate value, ‘stride with Nigeria,’ the firm would be participating in the construction of two COVID-19 response facilities in the Federal Capital Territory for free.

Meanwhile, the Minority Caucus of the House of Representatives has rejected the decision of the Federal Government to bring in Chinese doctors and nurses to assist in tackling the coronavirus pandemic.

The lawmakers on Tuesday said the decision to bring in people from “the hotbed of the plague” was not in Nigeria’s best interest and urged the Federal Government to suspend the plan.

Their position was contained in a statement signed by the House Minority Leader, Ndudi Elumelu (PDP, Delta), in Abuja, on Tuesday.

Elumelu said the caucus wanted the Federal Government to rescind its decision to import doctors from the “hotbed of the plague into our country at this critical time.”

The statement read in part, “The lawmakers note that Nigerian doctors and nurses are doing well so far in managing the scourge, and express fears that bringing in Chinese medical personnel, whose status, intentions and scope cannot be easily ascertained and controlled is totally against our national interest.

“The Federal Government should note the apprehensions of Nigerians and professional bodies including the Nigeria Medical Association over the decision. The caucus notes that this is particularly after alleged escalation of the pandemic in certain countries after Chinese doctors were reportedly involved, in addition to widespread trepidations over the safety of medical equipment and kits from China at this point in time.

“At such critical time, the safety and wellbeing of our citizens must be paramount and anything that is capable of further jeopardising their lives must be avoided.”

The Nigerian Communications Commission (NCC) and the Association of Telecoms Companies of Nigeria (ATCON), have debunked public speculations that the deployment of Fifth Generation Mobile network technology, otherwise known as 5G Network in China and in a few other developed countries of the world, could be responsible for the outbreak of COVID-19 pandemic.

They called on Nigerians not to allow such speculations to create additional fear in them as the world struggles to contain the spread of the virus.
5G network is an improvement on the existing 2G, 3G and 4G technologies that have already been deployed globally, including in Nigeria for internet connectivity via mobile phones and other computing devices.

However, as technology advances, China became the first country to deploy the 5G technology, while other countries, including Nigeria, are making preparations to deploy the new technology, which comes with higher speed of internet connectivity.
But there are widespread speculations that the switching on of 5G in China may have led to the release of strong electromagnetic emissions from its network, which triggered COVID-19.

According to the claim, the reactions of the electromagnetic emissions are responsible for the creation of the virus that was first discovered in Wuhan, an industrial city in China.
However, the Director, Technical Standards and Network Integrity at NCC, Mr. Bako Wakil, stated that there were no scientific studies to show that electromagnetic emissions from telecoms facilities, including mobile phones, could cause health hazard to humans. He, therefore, called on Nigerians to discard the speculations.

In addition, ATCON President, Mr. Olusola Teniola, in a video message that has gone viral on social media, dismissed the speculations that the switching on of 5G technology in China was responsible for the outbreak of COVID-19 pandemic.

According to Teniola, “5G is a technology being developed to help the world harness the digital resources for our general wellbeing. The message trending on social media that 5G is responsible for the formation of COVID-19, is designed to deceive the world and should be disregarded.”
The Minister of Communications and Digital Economy, Dr. Ibrahim Pantami, in a statement issued at the weekend had also debunked any linkage between 5G and COVID-19.

“The attention of my office has been drawn to the public concern about the health implications of the deployment of Fifth Generation Mobile Networks (5G) in Nigeria.

Based on available records at my office and the earlier report received from the regulator, I would like to clarify as follows: The National Frequency Management Council (NFMC), of which I am the Chairman, has not deliberated on or released any bulk frequency spectrum for the deployment of 5G; No licence has been issued for the deployment of 5G in the country. A three-month study trial commenced on the 25th of November, 2019 in order to critically review and study the health and security implications of deploying 5G in Nigeria.

“As part of the study trial process, I directed the NCC to ensure that a team of experts, security agencies and other stakeholders fully participate in the trial process and my office also invited these agencies to participate in the trial.
”The trial process has been concluded and the study and reporting process is currently ongoing,” Pantami said. He assured Nigerians that President Muhammadu Buhari would not do anything to jeopardise their welfare, health and security.

According to the minister, the federal government will take an informed decision on 5G after due consultation with experts and the public.

NCC, ATCON Debunk Claims Linking 5G to Pandemic

After nine months of intensive investigation, the alleged killers of Mrs. Funke Olakunrin, the daughter of the leader of Afenifere, Pa Reuben Fasoranti have been reportedly apprehended.

The National Secretary of the pan-Yoruba socio-political organisation, Afenifere, Mr Yinka Odumakin, disclosed this on Monday. According to Odumakin in a statement issued, he said that the arrest was effected by men of the Special Anti-Robbery Squad of the Nigerian Police in Ondo State. He also added that three out of the four suspects arrested so far are from the northern part of the country.

The late Olakunrin was shot dead by gunmen while on her way from Akure to Lagos within the Ore axis of the Benin-Sagamu highway in July 2019.

Odumakin's statement read, “They are said to have made useful confessions to the police. We commend the dedicated officers who made the arrest just as we wait for a thorough investigation to follow.

““We commend the dedicated officers who made the arrest just as we wait for a thorough investigation to follow.

We have resolved to encourage the police to do their job properly. We appreciate all Nigerians who have encouraged our 94-year-old Leader in this troubling season. It is our prayer that criminals will not go unpunished again in our country.”

Former Delta State Governorship aspirant, Chief Sunny Onuesoke, on Tuesday described the N20,000 palliative being reportedly paid to poor Nigerians by the President Mohammadu Buhari led Federal Government as another charade aimed at looting the country’s treasure at a critical time as this when the world was battling the coronavirus pandemic.

Onuesoke in online chat with newsmen claimed that nobody has acknowledged receipt of the N20,000 cash palliative, saying: “One unfortunate thing about this President Mohammadu Buhari led APC federal government is its penchant for telling lies and spewing media propaganda hence they cannot be trusted.

“How many poor Nigerians have you seen acknowledged the receipt or alert of N20,000 from the federal government? Coming to say they have started the distribution of N20,000 to poor Nigerians without any single proof is a big lie.

“This is another opportunity to loot our national treasury even at a time when the entire world is going through a very difficult ordeal as a result of the COVID-19 pandemic. What are the criteria used in arriving or ascertaining the poor and vulnerable?

“As a community development expert, I can categorically say that the federal government does not have a database to define the poor and vulnerable across Nigeria because most of them don’t even have a bank account not to talk of BVN.

“It is just an avenue to loot and siphoned the national treasury for personal gain and aggrandizement. If truly the federal government is sincere about social palliative to cushion the effect of the lockdown down, they would have provided 24 hours electricity with subsidized or free tariff for the people.

“You ask people to stay home without electricity and the enabling environment to sustain such order. Even if they cannot order the power company to supply electricity free for the period of the lockdown, a responsible government would make double effort to ensure 24 hours electricity during the period of the lockdown.

“I equally condemn any act of brutality by men of the Nigerian army in their effort to enforce the stay at home order. The military ought to have carried out this noble task with high sense of civility and restraints.

“I think it is high time the federal government and the military high command should look into these cases and ensure that culprit of such brutality are made to face the full wrath of the law which may serve as deterrent to others”.
