Schools Remain Shut, Public Transport to Operate 6am- 6pm

The Presidential Task Force on COVID-19 has directed government offices, banks and manufacturing companies to reopen on Monday. The Chairman of the PTF, Boss Mustapha, and the Coordinator, Dr Sani Aliyu, stated this at the media briefing of the group on Wednesday in Abuja, where they gave guidelines for the gradual reopening of the economy.

According to them, banks will start operating as from Monday, but will only open from 8am to 2pm and must adhere to social distancing measures.

They also stated that the use of face masks in public places is mandatory, and added that schools would remain closed and social gatherings remain banned. The PTF members disclosed that public buses would only be allowed to operate from 6am to 6pm and that drivers must maintain social distancing in terms of number of their passengers.

They said employers must provide face masks and thermometers besides maintaining social distancing in their premises. It would be recalled that government offices and many business premises had been shut since last month when the President announced measures to stop the spread of Coronavirus.

However the task force Chairman, Mustapha, on Wednesday said that the reopening of the economy did not mean an end to COVID-19 pandemic. He urged state governments and security agencies to ensure that the measures introduced by the Federal Government were strictly enforced.

Mustapha said, “In line with Mr. President’s directive in paragraphs 38-41 of his broadcast (on Monday), the PTF has developed sector specific guidelines. The gradual reopening of the economy will span a total of six weeks broken into three tranches of two weeks each.

“This phased strategy is designed to reduce the pains of socio-economic disruptions while strengthening our public health response, which would ultimately reduce the recovery of our economy and provide succour for the poor and vulnerable.”

According to him, as the economy reopens gradually, public and private organisations are mandated to ensure fumigation and decontamination of their premises. He added that in all private and public establishments, there must be use of face masks; provision of thermometers for temperature checks and consideration must be given to persons living with disabilities while making all the arrangements.

Mustapha said, “A mass gathering of more than 20 people outside of a workplace is strictly prohibited and controlled access to neighbourhood markets and locations of economic activities will be enforced.

“Mandatory temperature checks will be conducted in public places; social distancing of two metres will be maintained between people in workplaces and other public places; all passenger flights remain under ban; and there will be mandatory supervised isolation of persons arriving from outside the country for at least 14 days.”

The President had in his broadcast said guidelines for the reopening of the economy would be issued.

The National Coordinator of the PTF, Dr Sani Aliyu, gave more insight into the guidelines. He stated, “For government offices, government staff will be allowed to resume from the 4th of May, but it will be based on specific grade levels and specific days so that we can reduce the amount of congestion that we might have in our government offices and we will be discussing further with state governments to make sure that we have a common approach to this.

“Banks will be allowed to open but there will be a restriction in the opening hours to between 8am to 2pm and together with all the other preventive measures,” such as temperature check and maintaining of social distance.

Although the task force had said it did not stop banks from opening, many of them had shut their doors since the lockdown began.

Speaking on other aspects of the guidelines, Aliyu said, “From the point of agriculture and rural development, companies involved in food processing can commence operation.

“In construction sites, the critical roads (work) will be allowed but waivers will be provided by state governments to enable movement.

“For the manufacturing and pharmaceutical industries, we will encourage shift work and limiting staff to only 30 to 50 per cent to maintain social distancing and pharmacy shops may remain open overnight.”

He said, “Restaurants will not open to the public, but will be allowed to engage in home delivery. Schools will remain closed till further evaluation. Schools are encouraged to continue with e-learning and virtual teaching.

“Social activities such as the use of recreational parks, communal sports, concerts, social parties and movie theatres will be suspended until further review.”

Aliyu added that outside the curfew hours, buses and motor parks would be allowed to open “for some hours in a day, I believe 6am to 6pm, and taxis will also be allowed to operate.”

According to the Minister of State for Education, Emeka Nwajiuba, despite the announcement by the President, Major General Muhammadu Buhari (retd), on a gradual relaxation of the lockdown on Abuja, Lagos and Ogun states, the Federal Ministry of Education can not give any specific date when schools will be resuming in the country.

The Minister said this while responding to newsmen during a briefing by the Presidential Task Force on COVID-19 pandemic on Tuesday in Abuja.

He said, “The President actually addressed the issue of the opening of the economy gradually. Until that is done, we can’t foresee or immediately tell you when all the schools will be reopened. It will not be proper for us to simply give you a date. It has to be in tandem with these opening terms. We don’t want to put our children at risk. None of these schools can function on their own without the society.

“On the question of children promoting to the next class, those exams will happen when we are satisfied that the children have learnt what is enough for them to move. For those who are in the exit classes of junior basic and senior secondary schools, we are preparing them and will continue to do so.

“This will go on until we are sure that they are equipped for the external examinations. The West African Examinations Council has not cancelled their external exams. It was postponed indefinitely. This indefinite nature is so that we can get a definite date. Students will still have to go and take those exams when we are sure that we have taken good care of the pupils.”

Meanwhile, the Federal Capital Territory Administration Education Secretariat has cautioned schools against re-opening, noting that it had not issued any directive for resumption of academic activities.

The acting Secretary for Education, FCTA, Umaru Marafa, in a statement on Tuesday, affirmed that the directive closing all schools at the outset of the COVID-19 pandemic explicitly stated that it would be in effect “until further notice.”

Kano's Efforts Lame, Clueless And Impractical - PDP

The strange deaths in Kano continued, unabated, with the passing of four prominent citizens of the state yesterday. They include a cleric, Sheik Tijjani Yola, who wa also the head of Murtala Mohammed Central Mosque in the state; father of Vice Chancellor of National Open University, NOUN, Uba Adamu; former speaker of Jigawa State House of Assembly, Adamu Sarawa; and former chairperson of the Federation of Muslim Women Association of Nigeria, FOMWAN, Halima Shittu.

Governor Abdullahi Ganduje, yesterday, raised the alarm over fear of large scale community transmission of COVID-19 in the state. The fresh deaths occurred despite assurances by the state government that there was no cause for alarm.

A member of the cleric’s family disclosed that he died in the early hours of yesterday at his residence in Gwale quarters in Kano and was laid to rest around 9 am.

A resident, Abdul Umar, , who also confirmed the death of the cleric, said people were in a sad mood in the ancient city.

“The death of Sheik Yola has left a big vacuum. He was managing one of the largest mosques in Kano. He was well known for his oral poetry extolling the virtues of Prophet Muhammad. Everything that happens in life is from Allah but this is shocking,” he said.

The former FOMWAN boss was said to have died at her residence at NNDC quarters, yesterday morning and has been buried in accordance with Islamic rites.

Also reported dead is a female Hizbah Commander, Halima Shitu, 55. Her sister, Maimuna Shitu, told newsmen that she died after a brief illness.

Similarly, the Vice Chancellor of Kano State University of Science and Technology, Wudil, Prof. Shehu Musa, yesterday, in a statement announced the death of the Dr. Ghali Kabir of the Department of Architecture. Until his death,Umar was a senior lecturer at the institution. However, the cause of his death is yet to be made public by the institution. He is the fifth academician to have died in the last 72 hours.

Besides, a yet-to-be-identified middle-aged man was also discovered dead on the street of Kano, close to Kofar Nasasarawa gate, yesterday. An eyewitness told newsmen that the dead man had always stayed around the area where he was found dead.

Meanwhile, Governor Abdullahi Ganduje, yesterday, raised the alarm over fear of large scale community transmission of covid-19 in the state.

Ganduje raised the alarm while receiving a delegation of the Presidential Task Force on COVID-19, led by Dr. Nasiru Gwarzo, which was in the state to give a helping hand to unravel the cause of the mysterious deaths and also contain the spread of the virus in the state. In the delegation were Professor Abdussalam Nasidi, the first pioneer Director General of the Nigeria Centre for Disease Control, NCDC, who is also the Special Adviser to the Health Minister on COVID-19 to Kano.

The governor said the state needed more testing centres and multiple collection centres in all the 44 local government areas of the state.

“Testing centre is the nucleus of the fight against COVID-19. It is just like a heart in our body. We have to give you full cooperation. This is what we have been looking for. We need more testing centres in the state, and the extension of isolation centres is absolutely necessary because there is this fear of community transmission. And we need more sample collection areas. In all the 44 local governments, we must have multiple collection centres.

“We requested for the provision of more Personal Protection Equipment, PPEs. Also, life insurance is absolutely necessary. We are also providing palliatives to our health workers, they also have families who must be supported. We also need optimum supply of all supplies to the state. We will work together day and night. After going round with you, we will come and see where we have gaps.

Leader of the delegation, Dr. Nasiru Gwarzo, told the governor that they were in the state on the matching order of President Buhari to evaluate worrying situation in Kano and find lasting solution.

He said with the array of experienced epidemiologists and other technical personnel, the team was ready to support the state’s task force to review cases of COVID-19 pandemic and determine whether or not the mysterious deaths have connection with it.

He allayed the fear of dominance or outright take over of activities of the state’s Task Force on COVID-19. He said, “We are here to support Kano and offer technical assistance. Our interest as directed is to interrupt further spread of the virus in Kano. We are also mandated to evaluate the incessant deaths in the state and whether or not the cause of deaths is natural or associated with COVID-19 pandemic.”

The Peoples Democratic Party, PDP, caucus in the House of Representatives has since reacted to the deaths in Kano. They expressed utmost concern and displeasure over the health crisis and mysterious deaths in Kano State, calling for urgent practical steps to arrest the situation.

In a statement signed by the caucus leader, Kingsley Chinda (Rivers State), the caucus said the development was more worrisome because it was happening in the midst of the current COVID-19 pandemic ravaging Nigeria and the world at large.

He said: “As a caucus, we join several well-meaning Nigerians to express our concerns over the health crisis in Kano State. The very recent reports of unprecedented deaths of scores of people within a few days in Kano State should concern every responsible public officer.”

Chinda said while the cause of the deaths was yet to be ascertained, the effort of the Kano State government and that of the Federal Government, through Nigeria Centre for Disease Control, NCDC, and the Presidential Task Force, PTF, on COVID-19, seemed to have been largely lame, clueless and, indeed, devoid of any practical solutions.

He said no concrete and genuine effort had been made to intervene, manage and/or bring the situation under control.

President Muhammadu Buhari has declared that Nigeria will start easing a coronavirus lockdown covering its largest city Lagos and capital Abuja from 4 May. The President said this on Monday in his address to the nation.

"I have approved a phased and gradual easing of lockdown measures," Buhari said in a televised broadcast. He unveiled new measures including a nationwide night-time curfew, mandatory wearing of face masks and a ban on "non-essential" travel between different regions.

He also announced an immediate two-week lockdown in northern Nigeria's largest city Kano after officials said they were probing a spate of "mysterious deaths".

More than 25 million residents in Abuja, Lagos and neighbouring Ogun state have been under federal lockdown since 30 March and other states have introduced their own restrictions.

The government faces a difficult balancing act trying to curb the spread of the virus and contain growing the desperation of vast numbers living hand-to-mouth in Africa's most populous country.

"Such lockdowns have also come at a very heavy economic cost," Buhari said in the address. "Many of our citizens have lost their means of livelihood. Many businesses have shut down."

He said the new measures were "implementable policies that will ensure our economy continues to function while still maintaining our aggressive response to the Covid-19 pandemic".

Nigeria, with a population of 200 million, has reported 1 273 confirmed infections, including 40 deaths. But testing has been limited and the head of the disease control agency has put out an appeal for kits. Buhari said officials were looking to bolster the rate of testing by accrediting private laboratories.

He announced the federal government would deploy "all the necessary human, material and technical resources" to support Kano state in controlling the pandemic.

The state's governor on Monday said officials were investigating a spike in "mysterious deaths", but insisted initial indications suggested they were not linked to coronavirus.

A fire outbreak has reportedly razed the Nigerian National Petroleum Corporation filling station on Yaya Abatan Street, Ogba, Lagos State.

The fire reportedly emanated from a diesel-laden tanker that was about to discharge its content into the station’s underground storage facility. The station manager, Samuel Akinyemi, said the tanker had not commenced discharging its content when the fire ignited from the vehicle.

He said, “I cannot say how the fire started, because it caught us unawares, but what happened was that a diesel-laden tanker arrived and we stationed it with the expectation that business would resume tomorrow (Tuesday) and we wanted to be available to the public in anticipation that the lockdown would be relaxed by the President.

“We stationed the truck at the appropriate place for discharge, but unfortunately, a fire that I can’t even say how it came about started and before we knew it, it had escalated. The fire started from the truck but nobody was there when it started.”

A car lot that shared a fence with the filling station was also affected by the fire, and about 30 cars were destroyed. In addition, some buildings in the vicinity were also affected by the fire.

The Lagos State Emergency Management Agency, Lagos State Fire Service, Federal Fire Service, MAN Fire Service and the Fire Department of the NNPC responded to the incident, while the state Commissioner for Special Duties and Intergovernmental Relations, Tayo Bamgbose-Martins, supervised the rescue efforts.

Furthermore, the personnel of the Lagos Neighbourhood Safety Corps, the state police command and the Nigeria Security and Civil Defence Corps were on the ground to manage the crowd.

Speaking on the incident, the Director-General of LASEMA, Olufemi Oke-Osanyintolu, said the response team was able to extinguish the inferno around 4.49pm.

He stated, “The agency received a distress call around 1pm concerning a fire outbreak at the NNPC filling station located on Yaya Abatan Street, off College Road, Ogba, and this led to the activation of the agency’s emergency response plan.

“The agency’s response team, as well as other emergency responders, jointly fought and subsequently extinguished the flames around 4.49pm. No fatality was recorded.

“However, about 30 vehicles were affected. The combined effort of the emergency responders helped to salvage buildings nearby.”

Oke-Osanyintolu added that continuous sensitisation and advocacy on fire safety measures must be embarked upon by relevant government agencies, while installation of fire extinguishers in both public and private premises should be encouraged. He urged all petrol filling stations in the state to install at least one fire hydrant on their premises.

The acting Head of the state fire service, Margaret Adeseye, stated that the Alausa, Ikeja, Agege and Isolo fire stations responded to the incident.

She said, “On arrival, it was discovered that the fire involved the NNPC filling station, which went up in flames.

“The challenge encountered in managing the situation was that it took time for the crowd to be effectively managed. However, the filling station was salvaged from being completely burnt as only one dispensing machine was severely burnt, while another was partially affected.

“Preliminary investigation into the cause of the incident revealed that the fire started when diesel was being discharged into the filling station’s underground storage facility from a 33,000-litre tanker belonging to Lado Oil.”

We Are Not Getting Deserved Attention

The Kano State Governor, Abdullahi Ganduje, has accused the Presidential Task Force on COVID-19 of neglecting the state in its current efforts against the coronavirus pandemic.

Ganduje expressed his displeasure in an interview with the BBC Hausa Service on Monday. He said, “We are in a serious problem. I can tell you the situation is really bad and scary. Because what we solely rely upon in fighting the disease is the testing centre.

“There is also a shortage of sample collection equipment. It is not common equipment that you can go and buy in the market. Those whose samples were collected are still waiting to know their fate.

“The problem (is) with the Presidential Task Force on COVID-19. Even its Director-General was in Kano. He spent a night here but we have not heard from him again. The Minister of Health is also aware that the laboratory is not functioning.

“There is a serious problem. We have been complaining that Kano needs more than one testing centre, right from the beginning of this (pandemic).”

When asked whether the state was not getting any support from Federal Government agencies in the fight against COVID-19, the governor said, “Sincerely speaking, we are not getting deserved attention. If these equipment (testing centres) are under our control, we will do our best to make sure it works properly. But we are not getting the needed support and co-operation from the Presidential Task Force on COVID-19.”

However, the Minister of Health, Dr Osagie Ehanire, while featuring on a programme on Channel Television on Sunday said the said laboratory in Kano would resume operations on Monday (today), adding that a delegation would be sent there “to thoroughly investigate the circumstances responsible for the rising mysterious deaths in the state”.

According to the Nigeria Centre for Disease Control as of Sunday night, 77 of the 1273 total cases recorded in the country were reported in Kano. The state Health Ministry said there has not been any recovery yet, adding that there has only been one confirmed COVID-19 death in the state.

The House of Representatives says it will resume plenary on Tuesday. Clerk to the House, Patrick Giwa, disclosed this on Sunday night in a memo made public via Twitter.

The House adjourned plenary on March 24, a week before the Federal Government ordered lockdown in the Federal Capital Territory Abuja as well as Lagos and Ogun States as part of measures to curb the spread of the pandemic.

The West African Examinations Council has declared that it has no intention of cancelling the 2020 West African Senior School Certificate Examination for school candidates.

The Head of National Office, WAEC, Nigeria, Mr Patrick Areghan, in a statement on Sunday, urged Nigerians to disregard the fake publication circulating on social media.

He said, “Our attention has been drawn to a fake publication circulating in the social media, to the effect that the West African Examinations Council had cancelled the conduct of the WASSCE for school candidates, 2020 as a result of the coronavirus pandemic and was, therefore, set to refund the sum of N22,500.00 to each candidate who had enrolled for the examination.

“The publication is patently false and deceitful. It is nothing but the handiwork of mischief makers who are out to defraud innocent and unsuspecting candidates and their parents/guardians. This piece of news is certainly not from the West African Examinations Council. It falls short of the council’s style, language and factual details. They got it all wrong.

“The examination was supposed to start in Nigeria on April 6, 2020 and not April 15, 2020, as stated by the authors. The examination fee is N13,950.00 only, not N22,500.00. It is, therefore, not reasonable to refund candidates an amount higher than what they had paid to register for the examination.”

Areghan added that the examination body had not announced the cancellation of the 2020 WASSCE but only announced a postponement until normalcy was restored.

The Borno State Commissioner for Health and secretary to the state’s response team for the prevention and control of COVID-19, Dr Salisu Kwaya-Bura, alerted the public at the team’s daily media briefing held on Sunday.

The commissioner said the male patient (Abbas) was in initial telephone contact with the response team after his sample was collected, but eventually switched off his phone when he learnt he tested positive.

He noted that a diligent surveillance and investigation team was working very hard to track the patient.

Kwaya-Bura called on anyone who test positive to the disease not to regard it as a death sentence, noting that majority of those who test positive have recovered.

The commissioner disclosed that 16 of Borno’s COVID-19 cases emanated from community transmission, while 14 others were connected with the index and another case.
